War became likely after the 2008 announcement in Bucharest that Ukraine would join NATO.
Why did Putin wait until 2022? Two reasons. One is because US appeared weak due to the calamitous withdrawal from Afghanistan, I believe Putin thought we would not get involved. The other reason for waiting until 2022 was that Putin didn't want a war.
